Grande Prairie Police Service Transition Update
The six Recruit Training Class (RTC) #1 members that were deployed into the RCMP detachment are now in week 5 of their Block II field training. Reports are they are successfully meeting standards and learning at an accelerated pace. The six remaining RTC #1 members have been enhancing public safety through the Community Standards Unit (CSU). RTC #2 began their Block I training on March 31. Instructors are pleased with the strength, diversity, and motivation of this class that is scheduled to graduate on September 27. RTC # 3 will commence training in October. Experienced Officer Program (EOP) #4 members are being finalized with the program to commence on May 26. GPPS is bringing on a Senior Strategic Advisor responsible for developing the Community Safety and Well-Being Plan that is mandated by the Alberta Police Act. This position will also focus efforts on enhancing our response to human trafficking within the city.
Grande Prairie Crown Office Presentation
The Commission was pleased to receive a presentation from Amber Pickrell from the Alberta Crown Prosecution Service. Amber informed the Commission that their purpose is not to obtain a conviction, but to present what they consider to be credible evidence relevant to what is alleged to be a crime, and they have a duty to see that all available legal proof of the facts is presented. When asked how GPPS could prepare for their relationship with the Crown, Amber indicated ensuring members collect and document evidence. Many jury members do not understand that verbal testimony from a witness is considered evidence but instead rely on photos and other physical evidence to make their decision. Amber also informed the Commission that the average lifetime of a criminal file is between 18 and 30 months. One area the Crown would like to see progress in is the addition of more labs.
Capital Request
The Finance Committee brought forward a recommendation for the Commission to request additional 2025 Capital Funds from City Council to support the Records Management System, Network Infrastructure, and specialized Police Officer equipment. Chair Wong will be bringing the request forward to Council’s Financial and Administrative Committee on May 13.
